The National Science Foundation must fund competitive, peer‑reviewed research across its directorates on specific learning disabilities, including dyslexia. Studies should focus on early identification, teacher and administrator training, curricula and tools, and how to scale successful interventions, and they must aim to produce practical results. NSF must give priority to early‑career researchers and coordinate with other federal research (such as the Institute of Education Sciences and the National Institutes of Health) to avoid duplicate work. For each year 2017 through 2021, NSF must set aside at least $5,000,000 for this research, including at least $2,500,000 for dyslexia work, using funds from NSF accounts and amounts appropriated after February 18, 2016; Congress also authorized $5,000,000 per year for 2016–2021.
