Congress says the United States needs steady federal support for basic research to stay a leader in science and technology. Congress also agrees that the Foundation’s two review standards — intellectual merit and broader impacts — are suitable for judging grant proposals because they help make sure funded projects are high quality and serve society, and that peer review has worked and should continue. The Foundation must keep using those criteria when reviewing grants. If the merit-review process is changed after January 6, 2017, the Director must tell the appropriate Congressional committees within 30 days.
