Summary

Requires the National Science Foundation director, working with the Attorney General, the Secretary of Homeland Security, and the Secretary of Health and Human Services, to fund peer-reviewed, competitive research on how online social media platforms affect the growth or continuation of human trafficking. Human trafficking means the act described in 22 U.S.C. 7102(11). Social media platform means a website or online service where people can make accounts or profiles, create or share content others can see, and mostly use the site to interact with other users’ content. The research may study digital forensic tools to check whether users or posted material are real, privacy-preserving tools that could help law enforcement, social and behavioral studies of users who interact with traffickers, and whether public awareness or law enforcement efforts on platforms work. Awards can be coordinated with other federal programs and offices. The director must, when possible, include survivors’ experiences and safety and privacy concerns in the research. Not later than 1 year after January 5, 2023, the director must report findings on research opportunities and recommendations to improve coordination with social media companies and federal agencies. Not later than 4 years after January 5, 2023, the director must report the research results.
