Creates a five-member Executive Committee to carry out powers the Board gives it. Four members are chosen by the Board, and the Director is automatically the fifth and serves as chair. At each annual meeting the Board elects two members for two-year terms. Except for the Director, anyone who serves six years in a row must wait two years before serving again. If someone fills a vacancy, they serve only the rest of that term. The Committee must give the Board an annual report and other reports it thinks needed. Reports must summarize activities, offer recommendations, and include any minority views.
