The Director of the National Science Foundation must give scholarships to low-income people so they can earn associate, undergraduate, or graduate degrees in math, engineering, computer science, cybersecurity, or other tech and science programs the Director picks. To apply, a person must be a U.S. citizen or national, an admitted refugee, or a lawful permanent resident, submit an application when and how the Director requires, and say they will use the money to enroll or keep studying at a college or university. Awards are based on ability; if applicants tie, the Director will try to spread winners across the country. The Director sets the award amounts and can renew a scholarship for up to 5 years. The program can use only money from section 1356(s)(3) of title 8. No more than 50 percent of those funds may go to undergraduate programs for curriculum development, workforce development, and advancing technological education, and those funds may be used for things besides scholarships. The Director must publish a list of eligible programs in the Federal Register no later than 60 days after December 8, 2004.
