The Administrator, working with the Director of the U.S. Geological Survey, must make a plan within 180 days after November 15, 2021 to model and forecast demand for minerals used in energy technologies for producing, transmitting, or storing energy. The plan must say what kinds and amounts of minerals each energy technology uses, describe current markets for equipment that produces, moves, or stores energy, and describe new or possible markets as new energy technologies move into the market. The plan must include forecasts for 1, 5, and 10 years after the plan is finished, break those forecasts down by economic sector, and add any other details the Administrator and the Secretary of the Interior (through the USGS Director) need for the Annual Critical Minerals Outlook. The Administrator must consult with the Secretary about how new energy-producing and energy-storing technologies might develop, and with the Secretary of the Interior (through the USGS Director) to coordinate, avoid duplicate work, and match demand analysis to where minerals are produced, refined, and made into parts.
