Provides grants to nonprofit partnerships to fund training that mixes classroom lessons and on-the-job work so students can earn a certification to install energy-efficient building technologies. Eligible entity: a nonprofit partnership with equal participation by industry (public or private employers) and labor groups; it can include workforce boards, community groups, service corps, schools, small businesses, cooperatives, and veterans agencies or organizations, and must have experience running worker training, reach people for energy-efficiency and renewable jobs, and help trainees become economically self-sufficient. The federal share is 50 percent, and $10,000,000 was authorized for fiscal year 2022, available until expended.
