The Secretary may give states money, through a competitive process, to build model programs that help roll out smart manufacturing technologies. States must apply when and how the Secretary asks. Applications are judged on merit, including technical quality, the research plan and deliverables, partners, and other funding sources. Awards last no more than 3 years, are capped at $2,000,000, and each state must provide matching funds equal to at least 30 percent. States can use the money to help small and medium manufacturers get high-performance computing and to help them adopt smart manufacturing tools and practices. The Secretary will review each award twice a year to check results and give advice. Up to $50,000,000 is authorized for fiscal years 2022 through 2026.
