Create a strategic plan for the NIST Center for Neutron Research after the current neutron reactor is shut down. The plan must include a replacement roadmap with a timeline and milestones, a basic design for a new reactor and any needed facilities, and steps to keep users’ work from being disrupted. The Director must work with the Secretary of Energy on long‑term neutron research needs and facilities. Send the plan to Congress no later than 30 months after August 9, 2022, and notify Congress of major updates in later years.
