The Secretary must set up a premise plumbing research program through the Director and consult the Environmental Protection Agency. The program must (1) do metrology (measurement) research on plumbing inside properties to study water safety, security, efficiency, sustainability, and resilience; and (2) coordinate research with universities, industry, nonprofits, and other federal agencies. Premise plumbing means the water system inside a property’s boundaries, such as supply and distribution pipes, fixtures, water heaters, water-treatment and water-using equipment, and their joints and connections.
