The Director must keep a Research Security and Policy office inside the Director’s office with not fewer than four full-time equivalent positions, in addition to the Chief of Research Security established under section 19032. That office will handle research security policy for the Foundation. It must work with the Foundation Office of Inspector General, other federal research agencies, intelligence and law enforcement agencies, and the National Science and Technology Council under the authority of section 1746 of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116–92; 42 U.S.C. 6601 note). The office must make policies and best practices (using OSTP guidelines under section 19231), be a resource on security and integrity, run outreach and training for recipients and staff, explain reporting and disclosure rules, do risk assessments and due diligence with other agencies, and set procedures to address risks and comply with National Security Presidential Memorandum–33 or its successor.
