The Director must award competitive grants to colleges, universities, nonprofits, or their partnerships to fund research and tools, including data analytics and AI, that make people and infrastructure more resilient. Grants must focus on five areas: forecasting extreme events; engineered fixes for linked infrastructures (including cyber-physical-social parts); new equipment; how people and communities handle risks; and wildfire science covering air quality, behavior, and early warning.
