The Director must use the Major Research Instrumentation program to fund proposals that buy equipment and take measures to reduce helium use. Cost-sharing can be waived for schools that don’t grant Ph.D.s and for Ph.D.-granting schools not in the top 100 for federal R&D funding, per NCSES. By August 9, 2023, and in the following two years, the Director must report to Congress on Foundation helium funds, covering volume and price, changes in availability and price, and any widespread supply disruptions.
