The Director must make grant applicants estimate how much advanced computing their projects will need. The Director must also encourage and give access to tools that help make those estimates, including tools named in a 2016 National Academies report on advanced computing infrastructure. Every two years the Director must publish a summary of the kinds and amounts of advanced computing the Foundation needs. The Director must create and update a 5-year roadmap that describes needed resources, uses input from the research community and proposals, considers planned major facilities and technology trends, tells users and partners about future services, helps underserved groups and regions, looks at links to technology and innovation programs, and tells Congress how much funding is needed. The Director, working with the head of NIST, the Energy Secretary, and other agencies, must run a pilot program to fund secure computing for federally supported research and help regional colleges follow data-protection rules. The pilot must pick three graduate-level universities with secure-data experience to build secure computing enclaves. The sites should be able to serve nearby schools and be spread out geographically. They must create a design blueprint, a confidential bill of materials, policy templates, a system security plan template, and a plan-for-action process. The Director must check long-term sustainability. The pilot must run at least 3 years, and the Director must report to Congress within 6 months after it ends on its benefits and whether to expand. Up to $38,000,000 is authorized for fiscal years 2023 through 2025.
