The Director must use available appropriated money to meet the goals in section 19102 by giving awards through the Directorate that do seven main things. The awards will support big advances in practical research and tech development using different funding types and sizes, including convergence accelerators and projects with specific technical goals. They will help turn research into products and services by training researchers to work with users and the public, easing technology transfer between universities, industry, nonprofits, and investors, and linking researchers to businesses, accelerators, and incubators for prototyping and company growth. They will build partnerships among colleges (including HBCUs, Tribal Colleges, minority-serving institutions, EPSCoR and emerging research institutions), nonprofits, labor groups, businesses, federal and state agencies, local and Tribal governments, civil society groups, other Foundation directorates, national labs, field stations and marine labs, and, when appropriate, international or binational R&D groups—excluding foreign entities of concern. They will work with other Foundation offices to support basic science that could enable the key technology areas in section 19107, study design, safety, security, social and ethical effects of those technologies (including impacts on jobs and equity), and help grow a domestic workforce for those technologies. They will fund building research capacity and infrastructure at colleges across the country, including administrative support to develop, run, share, and deploy innovations. They will support education, mentoring, and training for undergraduates, graduate students, and postdoctoral researchers through scholarships, fellowships, and traineeships. They will study the social, behavioral, and economic causes and effects of new technologies that could advance the areas in section 19107.
