The Director, through the Directorate for Technology, Innovation, and Partnerships, must give fellowships to scientists and engineers to help move lab ideas into market or other uses and to link academic research with government, industry, the financial sector, and other end users. Applicants must apply as the Director requires and either hold a STEM doctorate earned within 5 years or have strong post‑bachelor research and early‑career status. Applications must include a placement plan at a host institution. The Director must recruit widely, may hire a third party to run the program, and is authorized $125,000,000 for fiscal years 2023–2027.
