When a river basin commission sends a plan or a change, the Council must review it. The review looks at three things: whether the plan helps get the best use of water and nearby land; how it affects other national programs (like farming, cities, energy, industry, recreation, and wildlife); and how it helps the Nation’s economic and social goals. The Council must make recommendations it thinks are in the national interest. It must send those recommendations, the plan, and any comments from federal agencies, state governors, regional commissions, or the U.S. part of international commissions to the President. The President will review them and send them to Congress with his recommendations about approving federal projects.
