Title 42 › Chapter CHAPTER 19B— - WATER RESOURCES PLANNING › Subchapter SUBCHAPTER II— - RIVER BASIN COMMISSIONS › § 1962b–6
Each commission must propose how much of its costs the Federal Government should pay, but the Council must approve that share. The commission decides how to divide the rest of the costs. Each year the commission must make a budget and send it to the Council and the States. Requests for federal money must be included in the Council’s budget estimates under chapter 11 of title 31. The budget may ask for a federal advance if state payments are likely to be delayed. All money the commission gets must go into its account in the U.S. Treasury. A commission may accept money, equipment, supplies, materials, and services from the United States, a State, or intergovernmental bodies and may use or dispose of them. The commission must keep accurate books. Those books must be audited at least annually by independent, certified or licensed public accountants who follow generally accepted auditing standards and state licensing rules, and the audit must be included in the commission’s annual report. People from jurisdictions or agencies that gave money may inspect the accounts at reasonable times.
