The Council must give yearly allotments to States from the available funds. Money is shared based on four things: population, land area, how much the State needs water and related land planning, and the State’s financial need. Population uses the latest estimates from the Department of Commerce. Land area uses official United States Geological Survey records. From each State’s allotment, the Council must pay the State up to 50% of the cost of carrying out its approved program, including training staff and running the program.
