The Council must approve any State plan for full water and related land planning if the plan meets certain rules. The plan must cover in‑state or interstate water issues, plan for future water needs and uses, and coordinate with federal, State, local, and nongovernmental groups. When statewide development planning is happening (including planning with or without help under section 701 of the Housing Act of 1954 or under chapter 2003 of title 54), the water plan must fit that overall development policy. The State must name an agency to run the plan, agree to send reports the Council reasonably requires, explain how the program will be carried out, and use proper accounting and budgeting so funds and administration are accountable and efficient.
