Before each calendar quarter or other period it picks, the Council must estimate how much money each State should get. The Council uses the State’s records, information the State gives, and any other checks it needs to make the estimate. The Council pays each State from the money set aside for that State. Payments use the estimate but are adjusted up or down to correct any earlier overpayments or underpayments that have not yet been fixed. The money is sent through the Treasury at times and in installments the Council decides.
