The Secretary may allow water from the D.C. system at the Dalecarlia plant or other points to be delivered to a Maryland state or local authority in the Washington, D.C., metro area when the Chief of Engineers recommends it. The authority that asks for the water must pay all costs to install or change the connection and must pay for the water in advance at rates the Secretary sets. The Secretary can cancel a permit at any time. The Secretary may also buy water from a Maryland or Virginia state or local authority that already has a connection to the D.C. system, and may pay the charges agreed to before delivery.
