Summary

The Secretary may give money to a school board that asks for it. The grants can pay all or part of the cost of training teachers and other school staff to handle problems caused by desegregation, and of hiring specialists to advise on those problems. When deciding whether to give a grant, how much to give, and what rules will apply, the Secretary must look at how much grant money is available and what other applications are waiting; the school board’s financial condition and other resources; how big, serious, and widespread its desegregation problems are; and any other relevant factors.
