The President must hold one or more conferences as soon as possible after July 2, 1964. The meetings must tell leaders of groups who will be affected about the rights and duties under the new rules and make plans to run them fairly and well. The President must invite members of the President’s Committee on Equal Employment Opportunity; members of the Commission on Civil Rights; state and local equal-employment agency representatives and private equal-employment groups; and representatives of employers, labor organizations, and employment agencies who will be covered.
