The Secretary of Commerce must quickly carry out a survey using the areas the Commission on Civil Rights recommends. The survey will count people of voting age by race, color, and national origin, and record whether they were registered and whether they voted in any statewide primary or general election for the U.S. House since January 1, 1960. The same data must be collected with the Nineteenth Decennial Census and when Congress orders it. Section 9 and chapter 7 of Title 13 apply. No one can be forced to give their race, color, national origin, political party, how they voted, or why, and they cannot be punished for refusing; anyone asked must be told they may refuse.
