Require the Nuclear Regulatory Commission, or a State with an agreement, to set up procedures and the technical ability to handle license applications for new low-level radioactive waste disposal sites. They must do this no later than 12 months after January 15, 1986. They must also, as much as possible, finish all review and processing steps (except public hearings) within 15 months after receiving an application, and try to combine all needed technical and environmental reviews and public hearings.
