Creates an Advisory Committee on Reactor Safeguards with up to 15 members. The Commission appoints them for four-year terms. The committee reviews reactor safety studies and license applications sent to it, reports on them, and advises the Commission about hazards and whether safety standards are enough. One member is the chair. Members get a per diem for each day they work and are paid necessary travel and other expenses. Section 2203 of this title applies to the committee.
