Energy from the Commission’s production or experimental facilities can be used by it, transferred to federal agencies, or sold to utilities or users at fair prices. If it is electricity, the regulator sets the price. The Commission must prefer public bodies, co‑ops, and private utilities serving high‑cost, unserved areas. It may not sell energy as a commercial business except the energy it makes while running its research, development, or production facilities.
