The Commission can add other items to the list called "source material." Before it does, it must find the item is needed to make special nuclear material and that calling it source material helps the nation's defense and security, and the President must agree in writing. The Commission must send its decision and the President’s written agreement to the Energy Committees. The decision waits 30 days while Congress is in session (do not count days when either House is out more than three days) before it can take effect. The Energy Committees can, in writing, shorten or skip all or part of that 30-day wait.
