The President must make rules for the commissioned corps about hiring, promotions, retirement or termination, job titles, pay, uniforms, allowances (including for foreign service), and discipline. The Surgeon General, with the Secretary’s approval, must make other administrative rules like employee uniforms and care of records and property. No rule about who can be hired as a medical officer or employee may favor any single medical school.
