The Commission must control how Restricted Data is shared and declassified to protect the nation's defense and security. Until effective, enforceable international safeguards against using atomic energy for destructive purposes are set up by an international arrangement, the Commission must not share Restricted Data with other countries except as allowed under section 2164 of this title. At the same time, scientific and technical information about atomic energy should be allowed and encouraged so that ideas and criticism can flow freely, helping science, industry, and the public learn and build technical knowledge.
