The Commission must not use the cost-plus-percentage-of-cost way of making contracts (where a contractor is paid a set percentage of its costs). Contracts under this law may not let the Commission directly pay or reimburse a contractor’s Federal income taxes. Contracts under the Atomic Energy Act cannot be changed after August 30, 1954 to allow the Commission to pay those taxes.
