The Commission may pay state and local governments money instead of property taxes when it owns property or does work in those places. It can set the amounts, timing, and terms. Payments should not exceed the taxes that would have been due on the property when bought, unless the Commission, the Manhattan Engineer District, or their agents imposed special burdens on the government; any benefits to the government must be counted when deciding the payment.
