Makes it a crime to knowingly remove, hide, change, damage, or destroy papers or items that contain Restricted Data and that are used in making special nuclear material or in atomic energy research or development done by the United States, paid for with federal money (in whole or in part), or done using special nuclear material. If someone does this to hurt the United States or to help a foreign country, they can get life in prison, a prison term of years, a fine up to $20,000, or both.
