Allows the U.S. to sell or lease to the Community the amount of contained uranium‑235 needed to fuel reactors totaling 35,000 megawatts, plus 25,000 kilograms of uranium‑235 for other uses, 1,500 kilograms of plutonium, and 30 kilograms of uranium‑233. Sales must be under cooperation agreements with the U.S. government. If payment isn’t made at transfer, the U.S. gets the equivalent of a first lien. After December 31, 1968, the Commission may instead contract to produce or enrich all or part of the uranium‑235 rather than sell or lease it.
