Defines key words used in this part. "Active uranium or thorium processing site" means a mill or processing place that had a license to produce uranium or thorium from ore that was in effect on January 1, 1978, or that was issued or renewed after that date, or for which a license application was pending on or after January 1, 1978; it can be a license from the Nuclear Regulatory Commission or from a State under section 274 of the Atomic Energy Act of 1954. It also covers nearby land or improvements that the Secretary or an authorized State finds are close to the site and contaminated with leftover byproduct material. "Byproduct material" means whatever the Atomic Energy Act, section 11e(2), defines. "Decontamination, decommissioning, reclamation, and other remedial action" means work done before or after October 24, 1992, that is needed to meet the requirements of the Uranium Mill Tailings Radiation Control Act of 1978 or, when appropriate, State requirements under a discontinuance agreement under section 274 of the Atomic Energy Act.
