Within 1 year after October 24, 1992, the Secretary must send Congress a study and report. The report must list all government-owned uranium and similar materials (natural uranium, depleted tailings, low-enriched and highly enriched uranium) that could be used commercially; give a plan to convert foreign and U.S. highly enriched uranium to low-enriched form; estimate U.S. needs; analyze the technology and costs (including new facilities); estimate net proceeds from conversion and sale; and give recommendations for carrying out conversion and for future use or disposal.
