The Secretary must urge State and utility regulators to consider the goal of avoiding reliance on imports when deciding whether a power plant can charge customers higher costs for buying domestic uranium, enriched uranium, or enrichment services from a seller not affiliated with the buyer instead of buying from non‑domestic sources. Within 1 year after October 24, 1992, and each year after, the Secretary must report to Congress on progress, giving details on programs started and any recommendations. The Secretary may not take any action that would violate the multilateral trade agreements (section 3501(4), title 19) or the USMCA (section 4502, title 19).
