Summary

The National Academy of Sciences must study ways to cut the costs of cleaning up and closing Department facilities and give Congress recommendations within 3 years after October 24, 1992. The report must say what cleanup each site needs, show alternative methods and technologies, include on-site contamination surveys, and give cost estimates. Cleanup and closing costs are paid from the Fund until the Secretary certifies and Congress, by law, agrees the work is done. If the Fund lacks enough money for gaseous diffusion sites, the Department must pay. The Department still keeps its legal cleanup responsibilities under federal and state law.
