Summary

Creates a $250,000 service and supply fund with no fiscal year limit to pay salaries, travel, and other costs to run a central supply service. It covers buying, storing, and shipping stationery, supplies, equipment, and blank forms for the Public Health Service and other government offices, and other services the Surgeon General, with the HHS Secretary’s approval, decides are better done centrally. The fund must be repaid from the proper appropriations or funds when services or stock are provided, or in advance, at rates that include staff, materials, and equipment costs (including maintenance, repairs, and depreciation).

A service and supply fund of $250,000 is established, without fiscal year limitation, for the payment of salaries, travel, and other expenses necessary to the maintenance and operation of (1) a supply service for the purchase, storage, handling, issuance, packing, or shipping of stationery, supplies, materials, equipment, and blank forms, for which stocks may be maintained to meet, in whole or in part, requirements of the Public Health Service and requisitions of other Government Offices, and (2) such other services as the Surgeon General, with the approval of the Secretary of Health and Human Services, determines may be performed more advantageously as central services; 11 See HHS Services and Supply Fund note below. said fund to be reimbursed from applicable appropriations or funds available when services are performed or stock furnished, or in advance, on a basis of rates which shall include estimated or actual charges for personal services, materials, equipment (including maintenance, repairs, and depreciation), and other expenses.

“Secretary of Health and Human Services” substituted in text for “Secretary of Health, Education, and Welfare” pursuant to section 509(b) of Pub. L. 96–88, which is classified to section 3508(b) of Title 20, Education. HHS Services and Supply Fund Pub. L. 116–159, div. C, title I, § 2107, Oct. 1, 2020, 134 Stat. 730, provided that: “Effective as if included in the enactment of the paragraph beginning with ‘Service and supply fund:’ under the heading ‘Public Health Service’ in the Federal Security Agency Appropriation Act, 1946 (42 U.S.C. 231), such paragraph shall be applied with respect to any fiscal year as though the phrase ‘central services’ referred to central services for any Federal agency.”
