Creates a $250,000 service and supply fund with no fiscal year limit to pay salaries, travel, and other costs to run a central supply service. It covers buying, storing, and shipping stationery, supplies, equipment, and blank forms for the Public Health Service and other government offices, and other services the Surgeon General, with the HHS Secretary’s approval, decides are better done centrally. The fund must be repaid from the proper appropriations or funds when services or stock are provided, or in advance, at rates that include staff, materials, and equipment costs (including maintenance, repairs, and depreciation).
