The Commission must make rules that set fair priority for selling government-owned property to private buyers in each community. The rules must apply the same way to each class of property. They can give preference to current residents, people connected to the project, and new employees of the Commission, its contractors, or its licensees, when the Commission thinks it is needed and after considering things like keeping needed staff for the atomic energy program, reducing community disruption, speeding up sales, and encouraging businesses. A person living in a government single-family house, and the senior occupant of a duplex, must get at least 90 days to use their first priority. Former residents or project-connected people may apply for priority if the Commission finds that fair. The rules must not take away rights already given by existing leases or agreements, including any purchase rights.
