Authorizes the Commission to lease, sell, or otherwise dispose of land, buildings, equipment, and related property at the Hanford project in Richland, Washington. The Commission may act even if 41 U.S.C. 6101 would normally apply. The Commission must decide the sale or lease will help prevent or reduce harmful economic effects from cuts to its programs in that area. The Government must receive the Commission’s estimate of fair market value or fair rental value. Before any disposal, the Commission must send its plan and supporting information to the Senate Energy and Natural Resources Committee and the House Energy and Commerce Committee and wait 45 days while Congress is in session (excluding adjournments over three days). Those committees can waive part or all of the waiting period in writing.
