The Department of Health and Human Services, through the HRSA Administrator and working with the heads of Medicare & Medicaid and the CDC, must run education and training programs for doctors and other health workers about childhood lead poisoning, current screening and treatment rules, and the science and public health reasons behind those rules. Each year, HHS, through HRSA, must report to Congress how many children served by health centers under section 254b got a blood lead screening test in the prior fiscal year and what share of all children served at those centers that number represents. Money to do this was authorized as needed for each fiscal year 2001 through 2005.
