Requires the Secretary of Health, with the CDC Director, to make a national diabetes "report card" every two years and, when possible, one for each State. Each report must show overall health results for people with diabetes or prediabetes, covering prevention and care, risk factors, and health outcomes. After the first report, later ones must show trends to track progress toward national goals (including Healthy People 2010) and to help shape policy. The reports must be made public and posted online. Also directs the Secretary, through CDC, to train doctors on filling out birth and death certificates, encourage States to use updated forms, and help States improve vital records systems. The Secretary may add a death-certificate question about diabetes. The Secretary must study diabetes’ effects on medical practice and required diabetes training, with a report due to the House Ways and Means and Energy and Commerce Committees and the Senate Finance and Health, Education, Labor, and Pensions Committees not later than 2 years after March 23, 2010. Funding as needed is authorized.
