Creates a federal program that helps States and Indian tribes track, study, and prevent deaths and serious health problems linked to pregnancy. The program funds and supports State and tribal maternal mortality review committees. It helps improve national data and surveillance so deaths during pregnancy or within 1 year after pregnancy can be found and studied. The CDC can expand the Pregnancy Risk Assessment Monitoring System and the Maternal and Child Health Epidemiology Program. The CDC can also fund and help with research on things like counseling before pregnancy, key parts of prenatal and postpartum care, outreach and support services, how to find women at high risk, preventing preterm birth, infections, unnecessary C-sections, harms from smoking and substance use, the role of family and health workers, how violence affects maternal health, rural care issues, and why some groups (including African American women) have higher death rates. The CDC must share best practices on preventing maternal illness and death at least once a year. To join the program, review committees must include many types of members (doctors, public health staff, community reps, and people who represent groups most affected). Committees must collect and review deaths, use vital records and other sources to find pregnancy-associated and pregnancy-related deaths, keep case reports confidential, and report data, findings, and any follow-up each year to the CDC (starting in fiscal year 2019). States may partner with neighbors. The law allows $100,000,000 a year for each of fiscal years 2026 through 2030. Key terms: Indian tribe/tribal organization (as defined in federal law); pregnancy-associated death (any death during or within 1 year of pregnancy); pregnancy-related death (a death during or within 1 year of pregnancy caused or made worse by the pregnancy, not by unrelated accidents).
