The Secretary can give grants and cooperative agreements to public or nonprofit health and education groups, including health professions schools, to pay for things like low-interest loans, partial scholarships or fellowships, loan funds, or other cost-sharing help. The goal is to train people in health jobs that are in short supply so we are ready for bioterrorism and other public health emergencies. The Secretary can require recipients to provide non-federal matching contributions. Money may be appropriated as needed for each fiscal year 2002 through 2006.
