Summary

The Secretary must create and run programs to track epilepsy, teach the public and health workers, fund research, and start services to help people with epilepsy, with special focus on children. These programs can be done by the Secretary or given as grants or contracts to public or nonprofit groups. The Secretary can also give technical help for planning and running projects and must coordinate this work with other Public Health Service agencies. Work includes improving data and registries, expanding research on diagnosis and care, offering education for families, schools, daycare, and providers, addressing stigma and related disabilities, and partnering with disability organizations. The Health Resources and Services Administration may give grants for demo projects to improve access and early detection in medically underserved areas; applications must be approved. “Epilepsy” means a long-term brain condition with recurring seizures. “Medically underserved” has the meaning in section 295p(6). Money was authorized as needed for fiscal years 2001 through 2005.
