Creates a National Advisory Council on the National Health Service Corps. It has no more than 15 members chosen by the Secretary. The council gives advice and makes recommendations to the Secretary about carrying out the subpart (except section 254r). It also reviews and comments on rules the Secretary creates under that subpart. Members serve three-year terms. Someone who fills a vacancy serves the rest of that term. Members can only be removed for cause. Members who are not federal employees may get pay for days they work for the council, set by the Secretary but not more than the daily equivalent of the GS-18 annual rate, and may get travel pay and per diem under section 5703 of title 5. Section 1013 of title 5 does not apply to the council.
