The Secretary must set up a short-term demonstration project that lets people in the Loan Repayment Program (see section 254l–1) do their required service in State health departments that serve lots of shortage areas or places at risk of a public health emergency (as the Secretary decides), or in local or tribal health departments that serve those areas. To take part, a person must follow the Loan Repayment Program rules (except the rule in section 254l–1(f)(1)(B)(iv)) and agree to serve at least 2 years, or longer if they choose. The project and any providers chosen will not be counted when the Secretary makes health professional shortage area designations under section 254e for fiscal years 2007–2010. Within 3 years after December 19, 2006, the Secretary must report to the relevant congressional committees about who joined, the project’s effects on State, local, and tribal health departments, and whether permanent placements would be useful and workable. Money may be appropriated as needed for each of fiscal years 2007 through 2010.
