Title 42 › Chapter CHAPTER 31— - PUBLIC WORKS ACCELERATION PROGRAM › § 2641
Congress says the federal government must help places hit hard by job loss from the 1960–1961 recession. The goal is to create immediate useful work and improve local facilities. Speeding up delayed public projects will create jobs now, meet long-standing community needs, and improve services, health, and welfare. Help should target redevelopment areas (places with persistent, chronic unemployment and economic underdevelopment) and other places that have had substantial unemployment for at least twelve months.
